Remove Newton Support from oooq-extras validate-tempest role

While adding containerizing tempest support in validate-tempest, https://review.openstack.org/551441 is removing the newton support but the same role is used by RDO phase 2 jobs downstream. Only removing it will impact the RDO Phase 2 newton based jobs,
Since Queens is already EOL,
we need to come up with a better plan while removing newton support without breaking the other stuffs.

I think you meant to say Newton is EOL and not Queens.
Note that we haven't EOLed Newton in TripleO.
