Zaqar services don't configure firewall rules

Bug Description

In t-h-t commit 05a0f6cdec3490be586b0ebc90804e4e5761d3d3 firewall rules were enabled for the containerized-undercloud.

This broke the containerized undercloud in that the Zaqar services have no firewall rules configured so they are blocked.
