Cleanup and provisioning networks misconfigured for containerized Ironic conductor (undercloud)

The settings look wrong:
/var/lib/config-data/puppet-generated/ironic/etc/ironic/ironic.conf:provisioning_network=provisioning
/var/lib/config-data/puppet-generated/ironic/etc/ironic/ironic.conf:cleaning_network=provisioning

Repro steps:

* Deploy a WIP ovb (fs001) ci job with https://review.openstack.org/#/c/542556/
* Introspection fails: https://pastebin.com/Tr82sxAZ

Setting those to ctlplane and restarting ironic_conductor helped to make it passed

Just to clarify,
   The settings quoted above were changed from provisioning too ctlplane in order to make introspection work.

    undercloud: set cleaning and provisioning networks to 'ctlplane'

    In the overcloud we default to a network called 'provisioning' that
    has to be created manually post-install. In the undercloud the ctlplane
    network servers the same role. This change fixes cleaning in
    the containerized undercloud.
