tripleo-ansible-inventory: alias --static-inventory to --static-yaml-inventory

tripleo-ansible-inventory --static-inventory generates an inventory that is no longer a valid inventory in ini format due to the role_data values. We should just deprecate and alias that option to do the same thing as --static-yaml-inventory.

    Deprecate ini formatted static-inventory

    Deprecates static-inventory, as ini formatted inventory no longer works
    with role_data values. static-inventory will now return a
    static-yaml-inventory file.
