centos-binary-keepalived container is missing in dockerhub

when trying to deploy a containerized Keepalived, the container doesn't exist.

We need a promotion.

The commit that added containerized keepalived service to tripleo https://review.openstack.org/#/c/536071/ was merged 11 days ago, but the according to https://hub.docker.com/r/tripleomaster/centos-binary-mariadb/ the last promotion happened 20 days ago.

BTW, the code that checks what container images to push lives at https://github.com/rdo-infra/ci-config/blob/master/ci-scripts/container-push/container-push.yml#L44-L56.

When I run it locally it finds the keepalived image which indicates we'll have the image with the next promotion.
