Bogus container-storage-setup error

Bug Description

Even in successful deployments there is an ugly-looking warning in the journal about container-storage-setup failing to start. I believe I saw somewhere that we don't actually depend on this service so it doesn't matter, but it's very confusing to have an error like this in the logs when trying to debug actual failures.

Example log message:

Feb 07 23:49:32 overcloud-controller-0 container-storage-setup[16952]: ERROR: Storage is already configured with o driver. Can't configure it with devicemapper driver. To override, remove /etc/sysconfig/docker-storage and retry.
