OverlayLoader causes re-render of content it covers

OverlayLoader component causes re-rendering of the content it covers. This is expected behaviour with other types of Loaders. OverlayLoader should only cover the content and show spinner. Current behaviour introduces unnecessary re-registration of form fields and data fetching.

    Prevent OverlayLoader content re-renders

    OverlayLoader should not cause re-render of content it covers.
    This behavior is different from other Loaders. This change
    removes use of BaseLoader from OverlayLoader and makes it just add
    additional markup when loader is active

This issue was fixed in the openstack/tripleo-ui 8.3.0 release.
