Is tripleo-bootstrap role running to early, when does reposetup happend on OC nodes
or is there a race in Ansible since it's randomly happening?

ftr, this is why the jq install is now failing:

(the jq package used to get pulled in as a dep of the os-net-config element).

That patched never passed ovb-ha.

This issue was fixed in the openstack/tripleo-common 8.5.0 release.
