403 downloading puppet-concat

There's something wrong with the puppet-concat package in the repos we use for ci. Everything seems to be failing with:

I'm hitting this locally too, even if I point directly at trunk.rdoproject.org.

This was caused by a maintenance job in the datacenter where the RDO Trunk builder runs, between UTC 20:30 to 23:15.

After some code analysis, it turns out DLRN does not mark as failed a build if the rsync process between the builder and the public server fails, so later repos referenced the same file and failed. This was fixed manually, and https://tree.taiga.io/project/morucci-software-factory/us/972 has been opened to track a permanent fix to DLRN.
