Pacemaker fails to create openstack-cinder-backup bundle

It seems like Pacemaker fails to create the openstack-cinder-backup bundle during Step 5 deployment.

It happens in the promotion pipeline for master and is blocking it.

So the error is highlighted since https://review.openstack.org/#/c/531261/ merged.
https://review.openstack.org/#/c/531261/ didn't run scenarios with cinder-backup so we didn't catch the issue (I'll work on that part as a step to not having this problem again).

So now we need to figure out why we have this Puppet error.

    cinder/pacemaker: resolve puppet resource duplications

    Some pacemaker bundle resources were in conflict and that made Puppet
    catalog failing. This patch makes sure that resources are now unique.
