This seems related to the recent changes to scenario001 jobs per this review https://review.openstack.org/#/c/531103/ .

The alarm_granularity is 60 in featureset016 which seems to match what we want, but the autoscaliong is not spawning the second server. I poked sileht, lets see if he has any input.
