Newton: RDO CI gate and phase1 promotion jobs fail with error "publicURL endpoint for workflowv2 service not found" because mistral is disabled

RDO CI newton(?) gate jobs fail with error:

publicURL endpoint for workflowv2 service not found

when running command "openstack overcloud node import instackenv.json":

In undercloud configuration there is:
enable_mistral = False

    Enable mistral on the undercloud by default

    A prior patch merged that caused a regression in newton..
