CI: containers multinode gate job fails on tempest configuration

Bug Description

Container multinode job fails in tempest preparation, seems like neutron can't connect to keystone, although deployment completes correctly.

Found error in mistral logs, may be related.

It happend twice today, but now it passes all the time.
Removing alert, but leaving this for tracking.
