Master promotion jobs are failing overcloud deployment - create_swift_rings_backup_plan_set_status_failed

In the latest master promotion run, jobs failed to deploy the overcloud. The overcloud deployment is not started as there is an error with the deploy configurations. See the full failure log:

This is the first run where we have picked up this failure. Pike jobs are not impacted.
