Find a new home for undercloud containers packages requirements

With https://review.openstack.org/#/c/515967/ reworked containerized undercloud deployments, we need to clarify the case for installing RPM dependencies, like docker and openvswitch and some libs required for python-tripleoclient to execute containerized undercloud deployments.

Originally, it was sitting in the custom "doit.sh"/CI scripts and the quickstart roles. Then, it was moved into the client and deleted with the aforementioned patch. So let's find a new home for those!

    Update undercloud dependencies for containers

    The undercloud-containers featureset has a different set of default
    dependencies for the installation and configuration of the undercloud.
    This change updates the featureset to include python-openstackclient,
    openstack-heat-agents, docker and openvswitch as per the
    documentation[0].
