[quickstart] Newton TripleO-UI config gets written out the wrong way

Bug Description
When running a newton quickstart, the TripleO-UI configuration doesn't get written properly
( /var/www/
Current Result:
http://
Expected - the config file must be valid JSON so the chunk that gets written (or overwritten) must be in the squiggly bracket like so. Also, depending on https or http, that must also be written properly (i.e. utilizing the haproxy passthrough)
