Bug Description

2017-11-03 13:39:20 | ++ openstack image create pingtest_initramfs --public --container-format ari --disk-format ari --file /home/zuul/cirros_images/cirros-0.3.5-x86_64-initrd
2017-11-03 13:39:24 | 401 Unauthorized: This server could not verify that you are authorized to access the document you requested. Either you supplied the wrong credentials (e.g., bad password), or your browser does not understand how to supply the credentials required. (HTTP 401)

This seems to be happening consistently for at least the past couple of hours. See http://logs.openstack.org/86/505586/7/check-tripleo/legacy-tripleo-ci-centos-7-ovb-containers-oooq/4463ef6/logs/undercloud/home/zuul/overcloud_validate.log.txt.gz for an example.

The non-container ovb jobs seem to be working fine. Theoretically this query[1] should show the failures, but I think logstash may not have indexed the failing jobs yet.
