glance-api container not working when using cinder for backend

When Glance is using Cinder for its backend it uses iSCSI to connect to the Cinder volume, and that requires access to the /dev and /etc/iscsi directories, as well as elevated privileges to access the iSCSI device.

    Enable Cinder as a backend for Glance

    Enable Cinder as a backend for Glance by adding 'cinder' to the list of
    allowed choices for the GlanceBackend heat parameter.

    Update the glance-api docker configuration to allow the feature to work.
    This is necessary because the feature uses iSCSI, which requires additional
    privileges.
