tracker bug: tripleo promotion jobs should execute every four hours, they execute every eight++ hours

Looking at the job history for https://review.rdoproject.org/jenkins/job/periodic-tripleo-centos-7-pike-containers-build/

One can see the job history of execution times.

These jobs need to kick off every four hours Sunday - Friday for effective feedback on promotions.
Setting this to critical and promotion blocker so that it can be tracked and discussed.

I just wanted to point out that while individual jobs are finishing under four hours, the actual set of triggered jobs does not.

Zuul does not trigger a new set of periodic jobs if the current one is not finished to avoid endless overlap which would bring the system down to a crawl.

Tweaking trigger times might help alleviate this problem: https://review.rdoproject.org/r/10315

I'm not sure if there is any better solution as it makes sense from zuul's perspective to not re-trigger period jobs if they are already running.
