[RFE] Deploy should fail much earlier if the container images aren't found

Currently if the docker image names in ~/docker_registry.yaml aren't present/found the deploy fails in Step1, after configuring the host networking. Ideally, when doing a conttainerized deploy, if the images aren't present, it should be caught in initial validations and deploy shouldn't proceed.

There are several places in TripleO where we do validations so I think this could be confusing.

Now that we have the ContainerImagesPrepare workflow which itself can generate and download containers for the deployment workflow things can be somewhat self validating right? The nice thing about this is that it doesn't cost us any more wall time. The downside is this workflow isn't required, nor do I think it should be.

There is also the tripleo-validations project which could have some validations but I don't think that is a good place for containers validations as it is also optional.

Is there a better place you had in mind?
