Make nodepool files handling more generic for Zuul v3

Bug Description

In tripleo-ci files prepared by nodepool like /etc/nodepool/sub_nodes_private should be handled in generic way: either by global var or a common function, this is to prevent situations where this file is renamed and it failed all jobs.
