tracker: upstream zuul is not triggering periodic jobs

Periodic jobs are not triggering upstream. We may be able to just turn them off and move directly to rdo software factory as both sets of jobs are providing feedback. This is still an interruption of the prod chain workflow and is a prod chain blocker.

Upstream switched back to zuul v2. Removing alert tag, adding zuulv3.
