Can't ssh to VM created on OVB based overcloud

Description:-
============
Can't ssh to vm created on an overcloud(deployed using devmode.sh --ovb)

Steps to reproduce:-
==================
1) Create a minimal ovb setup using devmode.sh
2) Login to undercloud and source overcloudrc, create required resources(image,flavor,network,security group(add rule for ping and ssh) etc)
3) Create a vm
4) Attach floating ip and Try to ping and ssh

Expected Result:-
================
Both ping and ssh should be successful.

Actual Result:-
==============
Can ping but can't ssh
ssh stuck at debug1: expecting SSH2_MSG_KEXDH_REPLY

Environment:-
===========
default minimal ovb environment created using: bash devmode.sh --ovb --no-gate

    Set NeutronGlobalPhysnetMtu=1350 for ovb based deployment

    This setting will set mtu in neutron conf to 1350(same as what
    is set for overcloud nodes), so vms launched on ovb based
    overcloud would have mtu set to 1350.
