GUI doesn't log to Zaqar by default

Bug Description

By default, only the console logger adapter is enabled in the tripleo_ui_config.js file (via puppet-tripleo).

We also need the 'zaqar' adapter.

If this isn't blocking CI I'd suggest we set this to high priority, I added pike-backport-potential so we can track backporting the fix

    Add a new configuration option for GUI loggers

    This allows us to set up logging for the TripleO GUI. By default, it enables
    the 'console' and 'zaqar' loggers.
