Should be possible to aggregate some Neutron configs across templates

Bug Description
Neutron configuration such as service_plugins and service_providers are meant to support modular configuration and yet require that the last place the template parameter value is set is the authoritative, final value. This is error prone and is not very compatible with the goal of "composable" services. It would be better if these configurations were "built" from lists of required values by their respective templates similar to the way firewall rules are.
