Bug Description

https://hub.docker.com/r/tripleoupstream/centos-binary-ceilometer-central/tags/

We don't have a Pike tag in the public registry, containers are built & pulled with Queens codebase, we don't want that and pull Pike containers.

We probably need a tag in dockerhub and pull the right containers in our CI.

I'm taking care of rebuilding images for pike and pushing them to the tripleoupstream registry.

@mandre why not use rdo trunk hash as a tag? Like in https://console.registry.rdoproject.org/registry#/images

Removed the alert tag, as this is not "breaking" CI.

Fixed with https://review.openstack.org/#/c/504454/ but I think my patch at https://review.openstack.org/502972 still makes sense.
