tripleoclient config download should consume RoleConfig output

https://review.openstack.org/#/c/485731/ added a new output to t-h-t, and the corresponding patch https://review.openstack.org/#/c/485732/ to tripleoclient didn't land in time for the stable/pike branch, so the pike tripleoclient doesn't correctly consume the new output.

The new output exists in stable/pike t-h-t:

So we need to backport the tripleoclient patch to match the templates

This issue was fixed in the openstack/python-tripleoclient 7.3.0 release.
