Zaqar db sync is skipped on undercloud containers deployments

Bug Description

Steps to repro:

* deploy an undercloud with containers and zaqar sqlalchemy backend
* verify the zaqar db sync was never invoked
* verify it's omitted as not recognized as a bootstrap node:
  sudo docker exec -it zaqar bash -xxx /usr/bin/bootstrap_host_exec zaqar echo foo

It should be working as
sudo docker exec -it zaqar bash -xxx /usr/bin/bootstrap_host_exec zaqar_api echo foo
(as we renamed zaqar -> zaqar_api, see https://bugs.launchpad.net/tripleo/+bug/1712328)
