Containers missing for Neutron L2GW and BPGVPN-API

Bug Description

When loading Neutron service plugins (BGP API for example), it fails:

No 'neutron.service_plugins' driver found

It's pretty critical to being able to enable service plugins when neutron-server is containerized.

Containers are just missing. At this stage of the cycle, it's too late, we'll do it in Queens but not backporting it to Pike.
