Bug Description

New way of setting environment variables for deployed server scripts has been introduced in https://review.openstack.org/#/c/483930

Unfortunately that change removed the OVERCLOUD_HOSTS variable and didn't replace it. As a result tripleo-admin user creation fails in CI and the scenario001 job with Ceph fails, as Ansible cannot connect to overcloud.

    Reintroduce OVERCLOUD_HOSTS exporting

    The refactoring in I55f705a390ae5b927a9fb0f8d8ec153ea61cc3c9 dropped
    the OVERCLOUD_HOSTS variable, and as a result the tripleo-admin user
    creation fails, and ceph-ansible fails. We put the variable back by
    joining all hosts from deployed_server_overcloud_roles.
