setup_docker_host.sh blocks other use of Compute::NodeUserData

Bug Description

We disable host libvirt services on Compute nodes (to prevent collision with the containerized ones) via OS::TripleO::Compute::NodeUserData interface. The same thing could be achieved via host_prep_tasks, and we could (and should) free up NodeUserData for per-deployment provisioning tweaks.

    Refactor setup_docker_host.sh as host_prep_tasks

    Previously what we've been doing with setup_docker_host.sh can now be
    achieved with host_prep_tasks, and we can free up the NodeUserData
    interface for other use cases.
