ceilometer polling host service not stopped during compute upgrade
Steps to reproduce

* Deploy BM overcloud
* Upgrade to a containerised overcloud
Expected result
===============
All ceilometer services, including the new generic polling service are stopped and disabled on the host.
Actual result
=============
The polling service remains active on the host.

docker: Stop all active ceilometer services during compute upgrade
Ensure both the older compute and newer generic polling host services
are stopped during a compute upgrade.
