zaqar wsgi app unable to start after upgrade to Pike with SELinux enforcing

Steps to reproduce
==================
- Deploy an Ocata undercloud with SELinux enforcing
- Upgrade the undercloud to Pike

Expected result
===============
Zaqar-server is migrated to a WSGI app and is able to start after the upgrade

Actual result
=============
Zaqar-server is migrated but unable to start due to an EPERM error accessing /var/log/zaqar/zaqar.log

I believe this was fixed in packaging so closing this bug. Please let us know if it's still a problem and that we need to do something in tripleo
