neutron review 460394 causing ping test failures

This is probably more of a tracking bug for tripleo.
I noticed that a neutron review was failing the tripleo check gate a number of times. Once this patch merged all the reviews are now failing on openstack/neutron w/ ooo tests.

We may see this incoming into our promotion gates
