Bug Description

Ocata to Pike upgrade: mysql_init_bundle container fails after 30 minutes:

2017-07-13T16:17:21.054702000Z Error: Failed to apply catalog: Execution of '/usr/bin/mysql --defaults-extra-file=/root/.my.cnf -NBe SELECT CONCAT(User, '@',Host) AS User FROM mysql.user' returned 1: ERROR 2002 (HY000): Can't connect to local MySQL server through socket '/var/lib/mysql/mysql.sock' (2)

The cluster is set to maintenace mode so the galera bundle fails to start.

    Noop controller pre and post config resources.

    This change sets the ControllerPreConfig and ControllerPostConfig
    resources to OS::Heat::None in order to avoid setting the cluster
    to maintenance mode while upgrading to the docker architecture.
