Network isolation docs still refer to removed cli params

Bug #1703932 reported by Ben Nemec on 2017-07-12

Bug Description

The example deploy command in still refers to the removed cli params --neutron-network-type and --neutron-tunnel-types (and others). This won't work in recent versions of TripleO so we need to clean it up. I believe all of the currently supported releases allow setting those values via heat parameters so we should just convert the docs to that method.

Don't use deprecated/removed cli args in net-iso docs

The neutron-* cli args have been deprecated for multiple releases
and are completely removed in Pike. However, the documentation has
still been referencing them all this time. This change replaces all
of those instances with examples of the correct parameter values in

There's no need for a stable version of the commands since the
cli args were already deprecated in Newton, which is the oldest
    supported release at this time.
