undercloud-upgrade from O->P broken

The undercloud-upgrade jobs are all failing on a puppet error. After some investigation, I believe this is because of https://review.openstack.org/#/c/431145/ which results in calling the Ocata instack-undercloud code when deploying Pike artifacts. I'm about to propose a revert to verify.

    Revert "Call undercloud install function directly"

    This broke undercloud upgrades - tripleoclient imports
    instack_undercloud.undercloud, then upgrades the package.
    This means the upgrade call then runs against the old version
    of the module, which is incompatible with some of the new
    puppet stuff.
