docker l3 agent template doesn't have any upgrade_tasks.

Hi,

raised by Steve on IRC and adding it to track it.

https://github.com/openstack/tripleo-heat-templates/blob/master/docker/services/neutron-l3.yaml doesn't have any upgrade task and they should like like https://github.com/openstack/tripleo-heat-templates/blob/master/docker/services/neutron-api.yaml#L164 in order to stop the process on the host.

    Stop/disable l3 agent in docker service upgrade_tasks

    This service is missing the task to stop/disable the service on
    the host prior to it being started in a container.
