ovb-ha-oooq job execution is timing out regularly

According to http://status-tripleoci.rhcloud.com/ starting on May 25th ~15:00, the ovb-ha job has been forced to stop about 60 times out of ~102 times meaning we have a >50% failure rate. According to the extended status page, this job has been failing for several days:

May 24th, failing 97% of the time due to 'infra issues'
May 25th, failing 47% of the time due to 'infra issues'
May 26th, failing 50% of the time due to 'infra issues'
