Neutron core plugin configuration is not required on compute nodes

Note: this is more of a cleanup than a proper bug - but it might be causing us unnecessary difficulties regardless.

When deploying with OVS, it seems we are pulling in puppet/services/neutron-plugin-ml2.yaml which includes a variety of configuration that is unnecessary for running the Neutron agents on compute nodes. We've actually been doing something similar since as long as I can remember and it may be that it was necessary because of how the puppet was constructed. We should consider cleaning this up so that we don't get caught in the trap of unnecessarily pulling in extra neutron related resources into configuration compute nodes.
