Augeas[docker-daemon.json]: Could not evaluate. docker package removed /etc/docker/daemon.json

Bug Description

We recently added the ability to configure /etc/docker/daemon.json to control the HTTP mirror in puppet-tripleo's docker profile.

Per recent docker package changes on Centos this file has been removed:

* Mon Mar 20 2017 Lokesh Mandvekar <email address hidden> - 2:1.12.6-15
- require: container-selinux >= 2:2.10-2 (RE: #1433223)
- Resolves: #1427332 - container-selinux removal should remove docker as well
- move cleanup unitfiles to docker package
- remove /etc/docker/daemon.json

    Ensure /etc/docker/daemon.json

    A recent Centos docker packaging change removed the default
    /etc/docker/daemon.json file. As such we need to create an empty
    json file if none exists before running Augeas to configure
    the settings.
