L->M upgrade fails with invalid gnocchi_internal_url error

Bug Description

When trying a liberty to mitaka upgrade (tested with RedHat images), the aodh step is failing due to an invalid gnocci_internal_url being generated.
In hieradata on the controller, I can see the value:
ceilometer::dispatcher::gnocchi::url: ://:

That value is a get_input from gnocchi_internal_url. In puppet/controller.yaml, i can see that this is defined as gnocchi_internal_url: {get_param: [EndpointMap, GnocchiInternal, uri]}

This is causing heat to fail when executing the first step on aodh, as shown on documentation:

I tested that with tripleo-quickstart, on a virtualized environment. The undercloud was upgraded successfully.

Is this valid on the M->N upgrade? If not we won't fix this as Mitaka is already EOL upstream.
