Bug Description

Today's periodic job fails with this set of errors

The errors don't seem to be fatal, but the deploy then times out.

It seems the puppet error are indeed not responsible. The deployment proceeds regularly but a lot slower that it should. Maybe something is eating CPU (and it's not gnocchi)

Scanning existing logs, nothing seems to be taking too much CPU so far. Only visible problems are:

- a unusual pressure on undercloud keystone wsgi, caused mostly by zaqar
- this error by mistral for zaqar
