N ->O upgrade: cell_v2 setup creates 2 default cells

N->O updated cell_v2 setup creates a default cell with the required (non-default) database connection etc...
It then runs map_cell_and hosts to create host mappings. A side-effect of this command is to create another default cell, and map the hosts to it.

discover_hosts is the correct command here map hosts.

    As we are explicitly creating the default cell we need to run discover_hosts
    to create the host mappings.
