bigswitch agent cannot be included

Bug Description

With the rewrite of composable services in newton, the big switch agent never was converted to a standalone service for consumption. The bigswitch agent can be configured via the upstream puppet-neutron module but we do not have a way in tripleo to include it.

Re-Add bigswitch agent support

    The agent configuration was lost in newton during the puppet-tripleo and
    THT role conversion. This change adds support for including the bigswitch
    agent service for composable roles.
