Containerize fluentd

Hey Flavio,

I see that the review associated with this bug was abandoned some time ago, and I also see that there is work related to this in docker/services/fluentd.yaml in a different form that could be related.

Please advise, is this bug still valid and in need of being addressed or can it be closed out?

The plan is to switch to rsyslog. I think we should close this.
