[minor update] package update not working, breakpoints are ignored

Bug Description

Minor update does not run and it fails if one uses openstack overcloud update stack -i overcloud.
Even with applied patch https://review.openstack.org/#/c/430903 minor update seems to run but without breakpoints.

Just set the breakpoints on args passed to heat update

Rather than update the plan with the breakpoints, just add the
breakpoints to the environment passed to the heat update.
