instack-undercloud: image_path configuration option not used

Bug Description

The image_path configuration is not used by anything since the conversion to use oscplugin. Let's remove it.

    Remove image_path option

    The image_path configuration has not done anything since the switch to
    using 'image upload' instead. Lets remove this configuration option.
