Upstream pingtest is broken due to missing floating IP template

0- Deploy an upstream UC
1- Deploy a fresh installed Newton Overcloud
2- Run the overcloud pingtest

Failure:
  tripleo.sh -- Overcloud pingtest, creating tenant-stack heat stack:

  <urlopen error [Errno 2] No such file or directory: '/home/stack/tripleo/tripleo-ci/templates/tenantvm_floatingip.yaml'>
  #################
  tripleo.sh -- Overcloud pingtest, stack create command failed immediately

Expected result:
  tripleo.sh -- Overcloud pingtest - cleaning demo network 'nova'
  #################
  Deleted network(s): nova
  #################
  tripleo.sh -- Overcloud pingtest SUCCEEDED

Fix:

/home/stack/tripleo/tripleo-ci/templates/tenantvm_floatingip.yaml should be:
/home/stack/tripleo-ci/templates/tenantvm_floatingip.yaml
