Bug Description

Trying to promote TripleO CI to latest Ocata packages, but it now fails on listing Neutron networks:

Not sure what's happening. We are using a very fragile way to gather the subnet id for the network parsing the neutron net-list table, that is based on a huge assumption: ctlplane must be the longest name on the column "name".
Maybe something not very controllable altered the table, and we are unable to get the proper UUID.

seems to be working at least for ocata

deployment advances up to a certain point where it fails with a similar error involving neutronclient command.
proposed also https://review.openstack.org/427083 to fix that.
